We'd like to build a simple cottage and only need it framed so it's water tight ie windows, exterior cladding and roof installed. We prefer to see the framing and just paint it as we don't want a McMansion for a cottage.
Assuming it was built on pillons, or a concrete pad if it's the same price, what would a 20 x 40 two story cottage so 1600 square feet, open gable roof exposed on the inside, asphalt singles and vinyl siding, roughly be per square foot?

You may run into a permitting issue with this strategy. When you build a structure, it has to be safe for humans. They way we can ensure it's safety is by abiding by the local bi-laws and the Provincial building code. They will require you to bring the building to a reasonable level of liveability. This would include; electrical, plumbing, heating, insulation and drywall.
I would recommend you contact a reputable builder in your area to consult and give you an accurate budget but be prepared to build a proper structure with all the modern services to code.
