I've never heard of a flooring guy using veneer on the tred. Usually, they would use a hard wood or engineered hardwood. Are you sure you want to use veneer for a walked on surface? I don't think it will last very long. Do some more research before you spend money on that method.
When we do wood stairs we just use a solid piece of oak with built in bull nosing. It's the very best way to cover a stair. This process will cost $100 to $200 per step.
