My recently installed Toucann 7mm vinyl flooring with built in underlay is starting to cup in multiple locations. I noticed this before I moved back in. Is this result of the bad materials, the fact it was installed on a prexisting tile floor or just improper installation? Is it normal for properly installed planks to cup like this? Is this common with this Brand/type of flooring?
I don't know what your other picture is about, but regarding to the flooring,
There could be multiple way this could break and result in cupping.
Possiblity included.
* The planks was broken in the box but installer didn't care to check before using it.
* The installer could have broke the vinyl as they clip them together
* A good installer should have check for subfloor issue, either shave humps or bring it to owner's attention and avoid putting joints down too close to any sub floor gaps.
So as you could see, all the problems is likely consider installer error.

With regards to your vinyl flooring I would say it was either broken at the ends before installed .(could be from dropping the boxes on its ends which could break the clips), installer error when installing them or could be the floor that was not cleaned and prepped properly prior to installation for a smooth floor for your vinyl.
This is something you should call your installer about and have them pay to fix your floor
