Yes u can draft your own layout, colum materials & fasteners, one page elevation, footing support, details of all steps of installation, go to website in your township they will have the application. You just follow that form request.
You can use your drawing but it needs to be gone over by a professional to ensure the structure specifications are up to code and sufficient.

I would recommend you sketch out what you want and have a engineer do your drawing and stamp it certified.
It may cost you 850 - 1500 dollars, but the city will require it engineered if it is suspended off the ground and doing this will save you time and money in the long run.

Draw it yourself with quick outline and description of scope of work . if over 5ft off ground you will need piles etc which will need to be stamped
Go to Home depot have them do you up a deck plan as it conforms to municipal building codes, fill out the building code application and have the home owner fill out part C on the building permit and have the customer sign the drawings, then you or the home owner can submit the drawings
I would advise you to call your local city hall and just ask them what their requirements are to be safe since it does vary. As long as your drawings are acceptable it done by code you should be good to go.
