We recently had our shower stall redone now we are seeing white streaks coming between the tiling on the floor of the shower stall and also blackening colour where the tiles meet the base it appears to look like mold but would it be the fault of the grout?

A new shower base should not be acting this way. Did your contractor use a drypack concrete system? Or did he use a schluter system? Schluter being a orange color waterproof material.
If the tile guy used a basic grout instead of a premium one it will get molded after some time. The biggest concern here is if he used any waterproofing and how did he perform the installation

If there is a caulking used where the tiles meet the shower and it's the wrong product that can easily blacken or discolor.
Its due to the salts coming out of the tile if natural and/or grout. Sometimes bad tile and/or cheap grout can cause this but it usually is due to the tile especially natural stone. Will not be mold growth unless several moths old and some bleach and a scrubbing will solve that. Only easy cure is re-grout the damaged areas and then use a sealer. Some tile products people think they can install and leave forever but others you will need to wipe down every shower and clean weekly as well as apply a sealer at least once a year. Tile is nice but requires regular maintenance just like wood products.
