What is the minimum height a door can be?

Yes, you can install a door under a header. Standard door height is 6'-8". Doors can be manufactured to any desired size, however, if this is being used as an egress door, check with local construction code. If there was a fire, a suitable fire escape route is needed, and this could affect the over all door size.

Further info required: the minimum required height depends on the kind of occupancy (i.e. is it a single family dwelling) and what does the door leads to?

For minimum door height I believe it is 7 ft 6 in tall. However if it's in a basement it will be lore depending on the municipality you live in. I advise you to call 311 and just simply ask them what the code is for height requirement. yes you can install it under a header as long as it meets the required height.
