Can existing 1/2" drywall ceilings be capped to cover up painted stucco
It depends on your house construction. But usually it's not a problem to cap it, it will provide you additional fire rating and sound proof.
The question is why cap it? If you would like to get smooth ceiling why not just scrape the existing ceiling and paint it? It would be cheaper (unless your stucco contains asbestos, which would require remediation)

Yes this can be done in most cases,
If you are looking for a smooth finishes scraping os a cheaper way,but depending on the age of the house there may be Asbestos in the popcorn ceiling and you check for this before proceeding.
It is not recommended to do so as the ceiling will most likely come out uneven. As well from a cost perspective it will be cheaper to get someone to remove the popcorn ceiling.
