Regardless if you have a building permit anytime you change, add or remove any electrical including plugs/switches you need to have an electrical permit from the Electrical Safety Authority

Any new electrical installation requires an electrical permit. Smaller jobs are often considered by some municipalities to be exempt but you should always check with your local authority to make sure or call a professional in your area they will know

The Building Code does contain many provisions involving electrical, including: lighting, emergency lighting, smoke alarms, CO alarms, principle exhaust fans, bathroom fans, 3-way switches at top and bottom of stairs, etc. etc.

The installation may meet pass Electrical Code but fail a building inspection. Suggest you check with your local authority as the need for a Building Permit would depend on the nature and scope of work undertaken. It's quite possible only an electrical permit would be required.
