Best idea is contact 3 licensed electrical contractors in your area and ask them. Different locations demand different pricing based on cost of living and your location.

Hi Kevin

Why would you not continue using the electrical contractor that completed your rough in wiring?

Give me a call and I'll pass you along to my electrical company that I use. Master electrician part of the ESA Authorized Contractor Program.

Usually whoever runs the wires knows where they reside in the panel. and that person would finish the installation and have it inspected as per code.

If there are exceptional reasons why your installer cannot finish the job then you will need to hire a licensed Electrician that you feel comfortable with and they will quote the job. Approx $70 / hour or $35 to $50 per receptacle and switch. Remember some circuits are 3 wire meaning they can be controlled from 2 locations. With a new build a poor inspection will compromise your homes living permit (FINAL Inspection).
