If I share my foyer and main entrance with basement tenant, can I get permit from City as legal basement from City of Scarborough , Ontario?

There's no requirement to have a separate entrance directly to the exterior same as any other multi-family home.
You will likely need to modify your HVAC system to eliminate any forced air supply to the entry foyer as you can't be mixing air from one suite to another (i.e. use electric heat).
You will also require a solid core door to both main floor and basement secondary suite.
Here in Edmonton there are builders displaying showhomes with secondary suites built-in. If you can find the same where you are you can get an idea of the technicalities. The most difficult part is the mechanical room where you need separate HVAC systems for each suite and a degree of fire protection for the furnace room among other things.
When you apply for development and building permits these are a few of the things the plans reviewer will be looking for.

Yes u would need a permit since u they are many things such as window size encase of a emergency if too small for a adult too get out of u will need a seperate entrance and more.. but as from information giving I hope I helped u I'm located in sudbury on have a good afternoon steve
Hello I am working in gta from 10 years .you need to have a seprate entrace for second dwelling unit...u also need water sepration, fire sepration, fire blocking..city approved drawings will explain all requirements for windows etc .
