I would like to renovate my basement as per the attached layout. The measurements are more closer to the actuals. At present there is nothing in the basement so demolition is not required.
I am looking for dark laminate for flooring. There is no rough-in and need to be built.
Only looking for cost at this time.

Without seeing it, you'd be looking at approximately 35k as per the attached drawing. Would also need to know where the main stack is.
Electrical only, could range from $2500-$4500 depending on your requirements above the Electrical code. We do have bare minimums which must be met. No matter what level of electrical it must be done a licensed electrical contractor and have an ESA permit taken out with 2 inspections. Anyone performing electrical work must show their licensing info on their permit, truck, business card, invoices, etc. Unless you plan on wiring it yourself, but an ESA inspection is still required.
When in doubt, check them out (the electrician).

Based on the drawings. The basement would start at about $28,000 and could go as high as $40,000. The $28,000 would get it done for you, there are a few factors that we would recommend, for example with laminate, we would definitely install a sub floor.

With out seeing the basement as to what access is like for items such as drywall and the location of the bathroom in relation to the plumbing stack it is difficult to give an accurate price. Generally a basement of your size with a 2 pc bathroom which require permits from the town of Oakville and an ESA electrical permit you are probably in the $28-32000 range.

As many have mentioned, there are a number of variables that can effect the price.
But when my company finishes a basement there are a few minimums we install that many do not. 1)foam insulation glued to the foundation walls and taped. this is now your vapor barrier and R-10 to start. Then insulation in the framing. As well as a sub floor with a plastic base and tongue and groove fit. It would start at about 28,000.00 and go up to 37,000.00 depending on all of the finishes.
