First I would prime the vinyl caps with an alkyd primer. Then apply a topcoat of white acrylic exterior paint.

The sun is likely causing your fence caps to yellow.

Thanks for the question.

I would suggest for a homeowner to use a good primer like Zinsser 123 and Behr Barn & Fence Paint. You can get both at Home-depot and they are reasonably priced. Also, don't use dark coloured paints on vinyl fencing, because the vinyl swells in the heat and direct sunlight and tends to cause paint breakdown quite quickly. So stick to the light colours.
