Foundation for a Minihome

I own a minihome in the Fredericton area in New Brunswick; I also own the lot that it sits on.

I was looking into powering some concrete and make a proper foundation instead of the old wood pillars.

Here my plan, I got a uneven ground under the house, due to the landscape, so the house is 2' off the grounds at one end an 3'5" at the other. I want to dig down so I finished. With a 4' crawl space under.

By making 2 pour of concrete, I avoid having to lift, move, or brace the house. By, first pour the floor but leave around the existing support wood footing. Move the footing on the concrete once dry ad 2st pour the floor and some 4' wall.

That my plan.

Now here my question. Is it legal?

To have a flotation slab on a house, just like a garage, without having to dig out for some 4' underfrost footing?
