Garage build or repair?

I had a attached garage for one car which was once a carport. But now there's rot in stucco wall and the ceiling. That ceiling is also used as the deck for the bedroom in upstairs. The constructor advised me to demolish and build a new one. But the quote is really over my budget, almost 38,000 $. My house in Vancouver is an old one over 60 years.
Do I have to follow his advise? Is it the only way to get it fixed? I would like to know whether the quote is proper one or not.

You have to invite few contractors who are specialized in this kind of work. Take advices and prices then choose the most appropriate solution and cost for you budget.
