Garage Slab Elevations

Currently have single car garage as part of a bungalow. Located in York...plan is to construct a addition renovation 3350 SF 2 story house.

Can one lower the garage Elevation and add trench drain....or does one need to retain the existing garage slab such as to not change the exterior grading. Currently the existing garage slab is just a few inches higher than the adjacent sidewalk grade at the front of the driveway.

I was understanding years ago City Toronto passed by law that one could not construct garages with ramps down and add trench drains?

If anyone can address this please reply.
