I suspect that this pipe will emit the warm air from the gas furnace to the exterior in the winter?
Would I be able to cut the exterior/exposed part of the black PVC pipe which is quite out of place? Will the warm air damage the side bricks of the house if I were to reduce the length of the pipe to make it an flat/even base for the pipe where it meets the exterior of the side bricks of the house??
Is it common for the builders to install protruding PVC black pipes in this manner?

U need to refer to the installation manual for venting specs
No, u can not cut it flush to the wall
But look at the manual for proper options
There should be another pipe which brings combustion air to the furnace which I cannot see. It's best to refer to the furnace installation manual for exact instructions. IT SEEMS that the pipe may be protruding too much out, but you cannot cut it flush with the wall.

Take a look at the top of your furnace and follow this pipe out to the wall. This should be exhaust and right next to it should be another similar sized pipe (usually white) that is air intake and shoulkd go outside as well to allow fresh air in to the furnace.
Some HVAC guys seem to think the air in the basement is sufficient so they don't extend this pipe.NOT A GOOD PRACTICE.
