I have an existing pine floor with boards approx. 12 inches wide and 16 feet long & approx. 3/4 inch thick, srewed and plugged over Plywood. Can I install new hardwood over this without removing it. I was thinking of doing a rough sanding to remove any high spots at the edges and then installing the new hardwood over it.

I have done many hardwood floors and would advise you to spend the extra time and remove the existing wood plank floor. To simply sand the high spots wont be enough. To insure your new floor will sit right you should get it to the sub floor. The other thing would be that not all the nails for the new floor will not be very solid and that will make for a sqeaky floor.
