The best option in this situation is infloor electric radiant available at home depot or lowes very cost effective and easy to install.
I recommend the single conductor type "TIP" install spacing strips at each end of room using contrete ram set. The rest can be held down using small strips of duct tape.

I prefer the electrical underfloor heating as I find it is the most cost effective, simple and versatile of the options available.
Not sure what your square footage is but it is available in 110v and 220v, depending on the size of your floor. There are a lot of factors that will affect the square foot price but typically you can budget at around $10 per square foot which will include cable, thermostat and self leveling compound.
I use Centura tile as their product is both simple and cost effective. Not sure what you plan on using as a floor covering but this product is great with both tile and most laminate and engineered floorings.

It all depend how big of a area. Hot water tubing is the best solution in energy cost on the long run if you plan of doing a full basement, it the way to go. The tubing in the floor is only about 2$ a sqft but it the boiler or hot water tank size and capacity that will determine the cost.
