I would first find out from City that you have enough parking space for the legal basement?

Means of egress, fire code compliance, minimum head room in basement etc. Once that is established then comes the cost. As each of the above factor is Big ticket item your budget swings on upward for each item if need to be addressed.

We have in house designers for permit etc and all licensed trades.

Cost also depend on site conditions. It can be starting from $ 55 + per sft. Quality of kitchen, wash room, finishing items etc.

First get the drawings done, specify what you want and then get quotes so every one is on plain level ground to compete.

- Separate entrance is going to cost you $15,000 to $20,000 total cost.

- The basement build and finish. If you are wishing a turn key basement apartment. From framing, electrical, plumbing, HVAC, finishings of walls and floors, all of the kitchen and bathroom equipment. Expect to pay $50 to $70/ square foot.

I am from Ambee Engineering.

The cost of legal entrance construction depends above grade or below grade - varies from 4000 to 15000 appox.

and second unit const is 35- 45/sqft depending upon how much is the sqft.

The separate entrance will cost you around $15k and could be more depending the size of the entrance (size, number of stairs, railing). Don't do this without permit please.
