A recent home inspection revealed an overcrowded electrical panel, insufficient number of downspouts, insufficient number of window wells and probably wet basement due to water stains in basement on walls and improper grading of property towards the house rather than away from the house. I feel overwhelmed. I want to have the home owner fix these things before I agree to firm up the purchase because I am a widowed solo parent with a very low affinity for home improvements and I am not handy. My question is, what is the priority of these items and how much money would these things cost to repair and upgrade?
you may have a bad inspector, reports should not be so detailed and convoluted to overwhelm the client. It should list items of immediate priority and the items that are cosmetic or noted as not necessarily meeting code...you only need to really focus on immediate items as every house will have long term needs and most houses have stupid things homeowners did but not an issue, things like it needs a roof in 2 years or plumbing was installed wrong etc is the things to worry about when buying. The rest a good inspector will list as to be noted but not a required anytime soon. I once lost a sale because the useless inspector made every cosmetic item sound like a serious problem. Cracks in a sidewalk are not serious but cracks in the foundation are etc

These don't sound like major issues or problems that will be Astronomically priced,
I would think $5000 would be more than enough to have these things looked after properly.
With the window wells being the big ticket item
The only thing that is questionable is the possibility of a wet basement,
If it were me, I would want to know the cause of the water stains. Was it the grading ? Is it a crack ? Was it Abnormal snow/rainfall in the spring + grading ?
There are quite a few possibilities.
Hopefully this helps a bit, you questions are very valid but difficult to really answer with our seeing it first hand (your inspector may be able to help you answer these questions as he was the one to point these things out

you talked about two things in the basement,
the first is missing wells, not every window needs a well, only if the bottom sill of the window is below 4" from the ground you need a well, connected with a pipe to the weeping tile, (this is a perforated pipe around the house that suppose to remove the rain water away to the city,)
the second one was wet basement, in here you have to see from where the water came in, you might need to water proof the wall outside so water will not reach the wall.
in any case you need some one professional to come and look at it,
ask the vendor if you can bring a pro to look at it and then you can see if you can adjust the price so you can do it right,
