My general contractor made this ugly thing. He will not take it off the wall. He thinks it looks fine the way it is. I disagree. It is not flush with the wall, it is not sitting properly either. Please suggest how to either get rid of this thing, or please offer suggestions on what to do, and what type of tradesman/woman I would need.

I am assuming there was a wall where the doorway is now. If yes, then the cold air return should have been moved over to the right durring construction. If it is not running straight down from the floor above. If a stud was on the right side of the return, the wall should have been opened up, the stud removed, the venting angled to the right and then straight down.
I also assume the return was at least a third wider than it is now. If so you are drawing to little air for the furnace from that area of the house.
I would insist that the wall is opened and the venting installed properly. If you have already paid the contractor, and if he/she won't come back to do it. Hire another that has referals, to open up the wall and do it correctly.
