I had purchased the house from the builder 12 years ago.
There is a bulb socket in the center of the garage.
It does not have a string which would let you switch it on or off.
If I were to insert the bulb, the light would be automatically switched on
24/7 (forever).
What is the purpose of this bulb socket?
How do I insert a string to permit me to switch on or off as I do not want to waste my monies on electricity?
(Note: there are 3 additional bulb sockets in the garage what are accompanied with their strings to let me switch them on or off).

There are couple of ways to do it. Probably there is a motion or occupancy sensor switching to these lights or there might be photocell which turns lights on and off. If you want to add switch to these lights there is a way to install it or if you want to have it operational on photocell or any other device it can be looked at. The most simple solution is to add the switchable socket (light base with pull string).

I suspect there is one of two things going on here. One is that there was a pull chain on the fixture and it is broken. Two, there is a switch that is somewhere that is not working or not wired properly. I am not sure why there would be pull chain fixtures in the garage of home that was built only 12 years ago; all the lights should be on a switch I think.
As Robert states, call an LEC to sort it out for you.
