I'm thinking of installing another light fixture in my room. Presently, I have three. I have two questions.
1) Is it allowed to have four light fixtures in one room?
2) How many electrical outlets and light fixtures in one room? 12?

You are allowed as many light fixtures in your room as you want as long as you don't overload the circuit. Each circuit can not have more than 80% of total load, so if you calculate on a regular 15 Amp circuit its 12 Amps MAX. which is 12 items in total. Again its important to take in consideration total Wattage and amperage use per each fixture/outlet.

There is no maximum number of lights or receptacles you can install in a room as long as you have adequate supply voltage to those devices.
The building code states no more than 12 amps on a 15 amp breaker. So in theory you can have 12 receptacles on one 15 amp breaker. Lighting depends on total amps required. LED lights have a very low demand so you could put a lot of those in and still stay under 12 amps. Just add up the total amperage of your light fixtures to be sure it is 12 amps or lower.
