How much should an electrician apprentice be charged to the client For industrial work

Generally speaking Licensed Electrical Contractors (LEC) do not vary their rate based on a skill set unless it is specifically requested. As an example I would think that most LECs would charge a predetermined fee to a task regardless if it was an apprentice, Journeyman or Master Electrician. Also typically with apprentices, unless they have been deemed as competent in a particular area they generally do not work alone, so the rate the LEC would be charging should be for two people; an Apprentice and a Journeyman or Master Electrician.
I would think the rate would be higher than $80 per hour, but if the apprentice was just doing unskilled work such as digging a trench, painting backboards or something else that a general / unskilled labourer could do, then it might be as low as $80 per hour.
