Lots of rough areas all over floors after refinishing and obvious sanding marks.
What is the simplest way to fix these floors or is this something that has to be professionally redone?
I am assuming you are referring to wood floors. There is a process that is used to refinish HW floors and unless you are experienced with using sanders etc, this is often a job best left to professionals.

Call in a pro. Floor sanding is not a DIY.
It was done by professionals. Now we're trying to fix the issues without having to pay someone else.
Is there nothing we can do to salvage floors or at least to make it comfortable to walk on? Any light sanding possible? And what about applying some varnish to help with surface quality?

Were these people BBB members? I'd file a complaint against them because of the shoddy work. It looks like they didn't have a clue what they were doing.
Always.. always make sure you have recourse with a contractor if things go sideways. Professional flooring people don't leave people with a mess like that. Call the BBB.

By the looks of the picture, your going to have to sand all of the floor down and start over. Sorry but there is no easy fix to your situation.
