Hi I have an unfinished basement. In the walls I have first cement wall then some black paper ( I think felt) then insulation R12 then plastic vapour barrier. I have no framing done and would like to know what the code says ( Ottawa). Can I frame on top of my already insulated walls? Or I need to remove the insulation to put it between the Frames?
My house is a 2012 quite recent with black water proof plastic outside my house on the foundation.

More insulation may be necessary but unlikely. after 4' ground stays at a constant temperature.
You have to frame proper frost walls 2x4 wood or steel stud a min of 1/2" from concrete walls...the bottom plate must be treated lumber or have poly underneath. Insulation must go between the studs in the frost wall, not on concrete! & a vapor barrier on warm side of wall fully sealed. As we live in Canada I recommend batt insulation, preferably "Roxul"...styrofoam is very much less effective for R-value and IMO amateur time. Do it this way and it meets all codes.
