How can I find out if a contractor has a valid licence to work as a contractor in Vancouver, North Vancouver and Richmond?

If you have a bcied you can check the government web under the business id he has to have a licence for each city. I know this for sure, I was a contractor in the lower mainland, or go to the city halls and ask if they can search the company name.

What you can do is ask the contractor to show prof that he can operate in Vancouver, North Vancouver & Richmond, he should have a valid Contractor licence issued by the area's that he is working in. Please note that most contractors will not get a contractors licence for all the cities in BC unless he/or she is working in the area. But you have every right to ask the contractor to show prof that he can operate in the area, and if he does not he must show prof before you sign a contract.
Thank you for your replies. I have now contacted Consumer Protection and they said I should contact each municipality where he has worked. I am focusing on North Vancouver. Unfortunately it is after the fact as I have already paid him 90% of a cabinet contract and he refuses to complete the project, demanding more money for other "work projects" that he claims to have done. I will have to take him to Small Claims Court. I have also since found that he has been to court 9 times and I have met 3 other sets of victims. He has been doing this for years apparently. He also drives without vehicle insurance. I have gone to the police. I believe this is fraud. How am I going to get my money back? I only just moved back to my condo after 7 months. And I have no cabinets.
