Half in, half out.
8' 6" ceilings.
1 entrance in the front, 1 entrance at the rear. ~10 windows
vs how much it would be for a 4' crawlspace?

I recommend you call on a local trusted Pro concrete contractor in your local area. Without seeing the blueprints and the actual building site it's difficult to put a number on it!
I'm not in your area but I recommend you go with the full basement with Windows and Doors if you were to live there forever you would never regret the additional cost, and if you sold it you should at least get your money back if not quite a bit more. Again there's a lot of variables what neighbourhood you live in the markets are doing price of concrete in your area what type of soil you have excetera excetera. Call a trusted pro professional in your area to get things done right the first time

Obviously the crawlspace will be cheaper..
But the real question shouldn't be how much the difference is. The question you really should ask is, "is it worth the saving?"
Sure you could do all the entrance, windows, and everything else in one shoot, but you don't really have to. You could save your money now and build the basement just to code to save money and upgrade it later once you have the budget..
However to save the money now by going with a crawlspace, it will likely be price prohibited for you to convert it to full stand up basement later.
Remember you likely get more money when you sell with a basement that have more standing space instead of crawlspace
