If I am having my legal basement rental done do I need a licensed plumber to do the work or must it simply be to OBC and inspections, and or can i do it my self, all the relevant permits are in place and inspections will take place.

Home Owners can do their own plumbing in their house, provided that it is done to code. Otherwise, it must be done by a qualified plumber.
If you have questions, you can always contact your local Plumbing Inspector. If you are trying to do things properly, they are there to help.

A homeowner in Canada can pull their own permits and then get it done by a professional or do it themselves, keep in mind it must pass all codes and be inspected by your local development authority to pass. It is usually best to hire a professional plumber, get them to pull the permit and have it inspected, then you have a "warranty" on all work from them and if something is not done right they also have to correct it and re-inspect. I never suggest homeowners "ever" do any higher skilled trades work like "plumbing/electrical" unless they are in the specific trade themselves. From personal experience, just asking for expensive headaches for all parties involved. Considering what this unit is going to cost & compliances required, do it right the 1st time with Pros's.
