I have a 9 ft long cantilever overhang and in the winter the room gets very cold. I would like to fix this.
I have drywall on the basement ceiling so am looking to have the insulation installed outside.
The cantilever is 9 ft long and 2 ft deep.
A deck is above the cantilever overhang.
What is the best way to insulate for comfort and energy efficiency? How much would a project like this cost?

This is not an uncommon problem in cold climates like ours.
Do the correction from the inside. Simply remove a portion of your drywall ceiling. About 3 ft by 10ft to allow working space.the prob will be that the insulation in the over hang is prob stuffed full which does not allow warm air the flow into the cavity below the floor above. I would suggest using 2 foam board to line the cavity. Remove all the existing fibreglass insulation from the over hung cavities. First fit a piece into the far end of each cavity. Prob 14.5 W by 9.75 H. Be sure it is snug or sealed with calking. Then place a layer on the bottom (floor) side of each cavity. Prob 14.5 W by 24 L. Then the extreme left and extreme right cavity require an insulated wall. Approx 7.75 H by 24 long. Be sure every panel is snug or caulked to prevent air infiltration.
So now you have a layer of foam board on every area common to the exterior. So you have created a little insulated room in each cavity. Now the warm air from the inside of your home is allowed to enter the cavities and any cold air will fall out down the wall.
Under extreme conditions I have run an additional heat duct into the area.
