Ours is 10 x 12. It has white latex paint on it now. Can it be coated with "popcorn" texture?

It can BUT there may be some beneficial prep required, depending on how old the home is. It could require a primer first. If it's in a bathroom or high moister area it can cause it to yellow or delaminate.
If you want to be safe, prime it with a premium primer like water based kilz.

Popcorn spray is out of fashion. Yes everything comes around again, but that one is very unpopular now. You can look at the alternative; which is a spanlight texture.
But, I would recommend a nice flat ceiling, that's the rage anyhow.
