My basement is leaking but my weeping tiles were done 8 years ago. Can they have failed??
This could be due to many reasons. Crack in the foundation or even backed up sewer depending on where it's coming from.
I suggest you call a pro to investigate further.

Weeping tiles is only part of waterproofing. Foundation wall must be treated with tar and membrane.
I would defintely check your grading, It's not likely your weeping tile itself failing if it was done 8 years ago and no problems until now.
Check your grading and make sure water is being directed to your house it should always slope away
Check your sump pump is working your weeping tile could be full and the catch basin isn't pumping the groundwater out and away.
It's possible, however I need more info, i.e here do they discharge to? Sump pump? Sewer?

It is very important to know a few things when determining where the water is coming from.
If the weeping tile was done and you did have a sump pump it could be that the sump pump is not working or it is working and there might be a crack on the foundation or weeping tile and membrane work was not done properly. This issue must be investigated by a professional. The other thing that could be happening . If you had your weeping tile done and there is no sump pump it means that the pipe connecting to the storm line going to the city drains is plugged or may be dirty. Something is definitely there is something in the system that is failing you need a professional to investigate it and determine the cause of it.
