If the stairs and landing is outside,then effects with 1.2 meter open pathway witch is fire routh and that is the reason they suggested to go through the garage.I would have to see existing condition in order to give You the solution for separate entrance,I do lot of separate entrances and basement renovations.

In all likelihood the entrance issue is only the first of many hurdles you will encounter to create a legal secondary suite. Your municipality may be trying to quickly dissuade you on this first technicality. The clear path is required for fire-fighting access and probably needs to extend from front to the back if there's an alley.
Sounds like you were talking to a development officer looking at the basic development rules.
Once you have made it past development there will be all the Building Code issues, including completely separated heating and ventilation, drywall throughout the basement and exit (including complete furnace room + ceiling), proper egress, headroom, electrical, laundry, etc. etc.
