I believe the footings and brickwork in my home (Toronto) extend approx 3' below the existing basemeny floor. Can I simply dig this out to increase headroom, or is more required ?
In all likelihood the walls would not be capable of withstanding the added forces of the additional wall height were you to dig deeper; engineering would be required unless the construction complies with Part 9 of the Building Code. You haven't mentioned whether your walls are cinder block construction which is more prevalent in your region. Your municipal building official should be able to counsel you on this question from a Code perspective. There's also the possibility you may encounter the water table.
You will never be able to re-use old footings under the ground as described...houses are lifted all the time and new foundations or footings poured , that is what you will be doing after getting it properly engineered. Expect beaucoup bucks$$
