Sure, it has to be interlock whit your stove. It means when you turn your hood off the stove turns off too.

In residential properties, make up air grills are not required by code. There is enough leakage in every home to allow air flow and if the home is that air tight, there could be some issues drawing air back into the home through your air exchanger, fireplaces, furnace, hot water, bathroom fans, etc, but not likely. The problem with the damper is the amount of cold air it will draw during the cold months, so it would need to be installed with a preheater of some sort. Most modern fans can accommodate 600 cfm without any issues.
