What is the minimum distance acceptable between the (copper) water pipes and an electrical service panel installed on the same wall ?
Any difference if the pipes are above or bellow the service panel ?
Any special requirements for such pipes (install a PVC sleeve ? extra blocking ?,...)?

You do need clearence around the panel to be able to service it. 2m high and 1m in front of a panel for servicing.
Just to clarify: the pipes will be under or above service panel (will not affect the access to it for servicing).
You must have a designated "dry area", no moisture from dripping pipes etc. or ability for water to get on panel, you must be 36" front of a panel and the panel access must not be restricted in anyway all around either. If you are contemplating putting lines around or a panel near lines, it is better to re-plan location as plumbing is never installed near these locations anyway. Code bit gray on this except 2m from floor/1m in front & access compliance which is ceiling or in joist typically but double check with your local authority
No specific electrical code. As some have mentioned, there needs to be a clear area around the panel for access / maintenance.
So as long as the pipes do not restrict that access, then all is good.
Now perhaps the questions is, should there be water pipe(s) in and around the panel?
