Most effective way to install temporary ceiling?

I have to install some sort of temporary ceiling at 6'2" in basement to pass inspection, then take it up to full height afterward. What is most cost effective way to do that and end up at 8 feet height? Is drop ceiling best way then raise the racks up? What should 1500 feet in basement with 3 rooms cost me?

Why would you not want to have the ceiling at the correct height upon inspection?
