New foundation wall moisture inside

Hello,

About a year ago I have had some work done to the corner of my house where a contractor removed the existing part of the foundation then built the corner with a new cinderblock foundation and poured stairs with it. On the inside of the house after a long rainfall there is moisture coming in starting where the stairs are on the outside of the house all the way down the wall and it is leaving damp spots on the wall and white minerals on the wall.

How is the vapor getting in and what can be done to fix this?

I did notice in the picture I posted here that the tar was applied to the outside stone brick and not on the actual foundation itself and there is a lot of room from where the top of the steps will be poured to where the tar starts under it, especially near the top of the steps. I don't know if the water can go through that gap there and get trapped behind the stone brick and the foundation wall.

If the entire wall and wall to footing connection was not waterproofed with the proper product, moisture will get in.

Was a dimpleboard used?

Was the weeping disturbed or removed and not replaced? Also, brick absorbs rain and moisture, then wicks it to the back of itself. Ever notice on bricks what seems to be missing mortar in the joints near the bottom.. those are there for a reason, so air can enter the space (air gap) between the brick and the cinderblocks to dry out or in some case drain the accumulated moisture.
