I am getting a brand new house (Semi) and want to open a side entrance or entrance through the Garage. The house is split level and basement is considered look-out, so from the garage you will need 3-4 steps to be in the basement, and i am expecting the side entrance will be the same.
Here are my questions:
1- The house is in the town of Milton, how easy is it to get permits for people/contractors who are doing work in Milton?
2- What is a ballpark cost for each?

1) Permits are easy with Professionally produced plans and zoning compliance. A professional set of plans will run $2500 and up.
2) You should budget $10-$20K Conservatively

Best idea for side entrance to basement is from outside of the house. but if it is a brand new house, then builder has insurance to cover any damages for probably 2years.
If you tuch the structure and anything else happens to footing or foundation walls (for example, in case of settlement ) insurance try to scape to pay for damage.

Little confused...sorry You first state side or garage entry, then it seems to read you in fact want both entries, correct?
If so, and if the purpose is to create a separate suite entry, there is a whole bunch more to it than permits. Here in Winnipeg, a lot of code / restrictions / requirements have changed in the past 18 months with regard to creating seperate living quarters.
