Can I install a panel box outside on a 6 6? Wanna build a shed but for now have to power a pool so want to put the panel on a post. Is that legal in Ontario?

You can but it needs to be a weatherproof panel which is usually $200 more. You can also build a weatherproof enclosure around an indoor panel.

Both installations need to be inspected by the ESA no matter who does the work.

No problem, but as stated you need to use a NEMA 3R panel or it has to be enclosed to meet the NEMA 3R standard.

There is an entire separate section of the electrical code that deals with pools and pool equipment; this is not a DIY job and requires special inspections by the ESA.
