I know that there is permit required for basement egress window. What if I get the window done according to Ontario Building Codes, without the permit and inspector comes? Will I be paying penalty even if it meets the requirements?

If you make it without a permit and inspector comes he will give you a note to submit for a permit in a certain time frame even if you make it to code
There is more to this question than just enlarging a window. You are changing the use of a room to a bedroom from something else (could have been a den, cold room, etc.). Is this room now a part of a self-contained in-law or secondary suite? Depending on what you are doing not only with this room but also the surrounding basement area will determine what your municipality will give you for penalties if and when it is found out, including tax assessments. There are a wide range of penalties possible; here in Alberta there is no specific penalty but rather it is determined based on the merits of each case with the municipal inspector working in conjunction with the province (I just attended a meeting a week ago where there was a discussion on this subject between municipal inspectors and the provincial authorities - part of the lead up to the next Code release).

My opinion get a permit first. It makes things a lot simpler down the road.If an inspector comes halfway through the project they will issue a stop work order. Then it may be 3 to 4 weeks before you're able to resume work.
I recommend that you get a permit it will not cost much and it's way better to be safe than sorry. Your window may need a steel lintel above depending on floor joist. I would also call City Hall and ask requirements for your window well Dimensions since they have changed in Alberta.
Permit first.
Life will be easier.
