I am going to build a spec duplex. Do I need a prepaid contractors license to pre-sell these units?

Yes in short the one you are talking about covers the deposits you will take from the client. You will need New Home Warranty coverage in order to ever sell the units though, so if you are self building you wont be able to claim the owner exemption and lenders wont come anywhere near a home without warranty.

That is my general take on the regulations and we found the provincial government actually very helpful whenever we have questions regarding our own. I would suggest talking over the project with someone from there.
