Raising a Back Split to create a 2 Story...?

So I have a back split home that I would like to raise and create a full 2 story. I have never heard of or can find an example of such a reno, so I thought I post my thoughts here to see if it's feasible.

The house currently has a block foundation on footer. The lower level poured floor is about 4' below grade. Above the foundation the build is fully stick, and the exterior is also wood siding.

The house is already in a state of heavy reno so interior cracking and what not from a potential lift is not a concern.

Township utilities are only hydro and gas. Water is well, and waste is septic. Utility hook ups on/within the home are mounted to the stick build so reno work in that regard is minimal.

So, I'm trying to get a handle on whether or not this type of major reno is advisable. Ballpark cost of work...? I'm already digging in to permit costs, but don't know what to expect in terms of engineered drawings.

Thoughts..?..., suggestions...? Know anyone willing to take on such a project..?...lol

Thanks in advance

To make a better decision we shall have more information such as soil situation, water level and drawing for existing house if it is available.

However, make a addition generally is doable but it needs to deeply look at the current situation and doing investigation. Maybe by adding more load (second story) to the old part the existing part have to be stiffened.
