Random small brown circles on walls throughout home

There are random circle brown spots some looking like it's dripping but not cold or damp to the touch. Looks like a can of coke exploded I've tried cleaning it but it still shows through. And In one of the bedrooms it's a huge oily spot on 2 walls. They are popping up all over.
