My deck sits about 2.5 feet off the ground. Can anyone recommend an easy but appealing way to close it in? Also, what would it cost to have it closed in, and an aluminum/glass railing put on it?

If you are looking for a nice esthetic way to close in deck use fence boards. Install boards vertically and add a 2x4 at bottom so you have something to attach to. This method also insures that no animals will make there home under your deck.

Fence boards along the bottom would be a great and cost effective way to close in the deck to make it look great and keep the animals from getting underneath.
For a railing up top it would be very easy to install either an aluminum rail or tempered glass rail system that you can get at home depot. For the D.I.Y person they start at roughly $35/foot or if you would like a contractor to do it you are looking at roughly $50/ft to start.

You can also make lattice frames and fasten to the deck. You have a choice of privacy or open. It would let the deck "breathe" a little and dry out faster. I agree with the railing suggestions and would recommend doing the railing before the skirting in case you need access to the underneath area to add some structure for the posts to fasten into.

I would recommend framing it in with p.treated 2x4s and installing either a tight weave vinyl lattice or a vertical 6 inch composite board with or without a hatchway door for storage.Both installations will allow some air circulation which is absolutely required if the deck surface is a vinyl enveloped membrane.
Sorry forgot about your glass railing which would run you 35.00 - 40.00 per foot depending on glass style supplied and installed.
