I am hoping to add a 3 piece bath in my basement laundry room. There is currently a bathroom in the vicinity of the laundry room (about 5m away), but the location of the it makes the overall layout and flow of the basement very odd. I would like to know whether a relocation like this is possible and the ballpark of how much that would cost. The basement is finished except for the laundry room which still has concrete walls and floor.

Most anything can be relocated and changed in a home however the cost can become extreme and not worth the effort which I believe would be the case here. Without the main floor plan it is difficult to make good recommendations. From what you have shown it appears that possibly the wash room could be moved into the washer drier location but it would be very expensive as the rear room would then be relocated as well. There would be major plumbing issues to deal with as well. I would guess that the project could easily run into $100,000 plus.

I'm assuming you want you plumbing below slab. And hoping you have enough depth and grade to achieve that. The location of plumbing tie in, Remodeling, labor and materials. Without seeing a multitude of pictures I would say 40k to 60k but hard to say with the information present.
It is not that big of a deal, you will have to cut a trench in the floor for the new drain, and tie into the main drain. Run water and vent piping to the main stack. The rough in is probably 5K - 10K
