This rubber sits on the basement floor and it does NOT lead to the exterior
Someone said - it is used to discharge the pressure from the water line.
What is the purpose of this tube and if I could remove it?

Sounds like its more than likely a condensate drain line, but without a picture or much better description its impossible to say. Where does the line originate from? Where does it terminate? Does it terminate at a floor drain or plumbing stack? What is the approximate diameter of the pipe? Is it flexible?
I would highly advise against removing it until you can determine its purpose as its unlikely to have been placed there for absolutely no reason.
Its an auxiliary drain line that would connect back into your primary floor drain system from the looks of it. Also acts as a breather preventing air lock from occuring. I wouldn't recommend removing it but, it could be cut back some.
