Screened porch flooring

I am planning to rebuild a deck, which will include screened in porch. What material/method should be used in order to ensure that no mosquitos, etc can come up through the floor boards?

You can purchase a roll of patio door screen mesh and roll it out and fasten is to the top of the joists (staples would work fine) then install the deck boards. The mesh can also be installed under the joists (if accessible) for added protection. This is the most cost effective solution in my opinion.

I would roll out screen on top of the joist before laying deck boards.

The best material for this would be " Pet Screen " A little more the regular screen but it's very durable and will not rot over time. Must be installed over floor framing before flooring goes down.

Different perspective, I can tell you from experience with my own screen room that if you close off the bottom of the deck with skirting you will have virtually no mosquitoes get in. I personally don't love the screen between the decking and joists as dirt/crumbs etc get's caught in the cracks.
