A permit would be required but are there other rules?. There would be no stove.

If you plan on renting it out then you must meet all Canadian and local compliance requirements for secondary suites as well as a development and building permit as well as trades required. If it is for personal use then no, you only must meet general building codes. I built an entire full kitchen on 2nd floor once in BC for clients personal use as a 2nd living space, again for personal use. I only had to meet building codes for plumbing, electrical and the kitchen exhaust. Building permit was needed but no development was required.
