Should deck posts be notched out?

Is it building code in Kitchener/Waterloo area to have the deck posts notched out for the railings to be attached to? And s it normal that when notched out that the posts are still twisting?

There is no Code requirement to notch out the posts; only a requirement for guards to resist specified vertical and horizontal loading.

With metal railing systems there are typically engineered shop drawings from the manufacturer (including details of how the base plate is secured to the structure, length of screws, etc.) however with wood systems there is no description in the Code of any required details aside from 'securely attaching' wood elements contained in the wood framing section of the Code.
